It is difficult to account the energy in a system employing permanent magnets. Assuming there isn't a spinning magnet underneath the surface, it would be expedient to see if there is any change in the strengths of the permanent magnets once energy is actually extracted.

This is, perhaps, where photovoltaics could be applied to make a compensatory electromagnet for the initial start up of a cascading sort of system.
