Got this from a comment in other platform: telegram and signal is almost the same but the main deffrent is that signal in end to end encrypted but telegram is not and telegram uses your phone number just to register you, they clime not to save your phone number. even whatsapp uses the signal protocal, but they colect a lot of metadata like location, phone number, to whom you talked to and when and where, and other info about pictures and they link your whatsapp account with your facebook account even if didn't give your phone number to facebook, so basically signal is the most secure and private messaging app for normies (I use both signal and telegram) I use signal only with family and friends and telegram to like join channels.
