Salaries in the public sector are much lower than in the private sector, so are hardly likely to attract the best. Also civil servants are rewarded for telling their superiors what they want to hear, rather than the truth. In contrast, commerce cannot survive on the basis of false data. Sadly, the military, which definitely cannot afford to believe in duff gen, also seems to be infected by this need for fraud.
