I'll answer part 2 first. In order to get all the states to agree to unite they had to negotiate procedures for elections and how much weight each state would have in the election. They decided that the winner would be the party with the most delegates not the overall majority of votes from the whole country. You may disagree with this but it is the rules of the game. The election landscape at the moment has 12 swing states. These are states that almost all a parties campaigning goes into as the other states always vote the same way and are un-winnable for the other party. If people don't have to prove an address the people could pretend they live in a swing state for the purpose of cheating to win the election. This is called voter fraud. As for the first part, there is now a big homeless industry and people making money from it. If the homeless problem gets better then their funding will be cut.
