Shultz, former Secretary of Defense William J. Perry, former Secretary of State Henry A. Kissinger and Nunn (the “four horsemen of the nuclear apocalypse”) Organizers of the event—Elizabeth Cameron of the Nuclear Threat Initiative, Rebecca Katz of the Center for Global Health Science and Security at Georgetown University, and Jeremy Konyndyk of the Center for Global Development—which was held on the eve of the 2019 Munich Security Conference, drew on the exercise to develop recommendations for critical improvements to avoid catastrophic consequences of both deliberate and other high-consequence biological events.
