It seems it could be done with nuclear demolition, when relatively small charge (I think max allowed for this purpose is 150kT), is berried underground, and the dustification effect you see is caused by very intensive shockwave that's propagated through the building up to some height, hence both towers turned to dust just to a point, leaving several floors intact at the top.
