The peculiar use of the state institutions and resources to target citizens is absolutely counter to the relationship between citizens and the government. The government exists only to serve its citizens, and it's powers to create and enforce laws only comes from the positive consent of those citizens. If any of the arms of government ever exceeds it's specified authority, it becomes illegitimate at that instant, and needs to be illuminated and resisted.
