My take (and to play devils advocate), there were less people in the 70s, fewer insurance polices and lower property values making total payouts far less than today. Higher payouts are due to more people, more polies, inflation and higher property values plus after the disasters of the 70s, it's possible many people bit the bullet & bought better policies. Higher value Insurance payouts don't necessarily relate to weather conditions.
