Instead, the younger ones should be eager to contribute toward herd immunity, older people are able to isolate themselves without coercion of others. But the comparisons of US states is questionable, because there seems to be a correlation between contagion and population density, that's why South Dakota and similar states are bad examples. And there is another reason why the effectiveness of mask mandates can't be evaluated by comparing US states: people are not convinced of this mandates and neglect therefore this safeguard.
