It's actually pretty ingenious. You create a crisis that is not going to happen. You can get anything you want, as far as spending or policies, pushed through to fight the crisis. Then, when the crisis never comes to fruition, you take credit for preventing it. This is the same reason they are pushing covid vaccinations.
