The 24 average of the solar energy recieved at the equator is in fact 29% of the solar constant while at latitude 80 deg it is 39% of the solar constant. No wonder that it gets warm! The only reason it still stays relatively cool is temperature inertia caused by ice and water which is cooled in the winter when the sun is completely absent The solar constant is 1.3608 kW/m2
